Why priority setting matters
Global Health Priorities supports governments and international organisations, including the World Bank and WHO, in making clear, transparent and evidence-informed decisions about which healthcare services should be publicly funded.
Health systems face increasingly complex choices. Resources are limited, while expectations for broader coverage and access to new health technologies continue to grow. Decisions about which services to include in publicly financed health benefit packages are therefore unavoidable. Yet in many countries, these decisions lack explicit criteria, clear procedures or transparent justification.
We combine Health Technology Assessment, Evidence-Informed Deliberative Processes, costing methods and citizen involvement. Together, these approaches help countries strengthen how decisions are made and develop health benefit packages that are affordable, fair and practical to implement.

Our methods
HTA frameworks, analytical tools and deliberative methods
We support countries in deciding which health services to fund and how to finance them. Our work is grounded in Health Technology Assessment (HTA), structured through Evidence-Informed Deliberative Processes (EDPs). We apply adaptive HTA methods, costing tools and citizen involvement to support legitimate and implementable policy decisions.

Supporting countries in benefit package design
We support countries in designing, revising and implementing national health benefit packages. Our work applies advanced methods adapted to available resources and institutional capacity. We align technical analysis with policy timelines to ensure feasibility, uptake and long-term implementation.
Our training
Strengthening capacity for health priority setting
We strengthen national capacity for explicit health priority setting and benefit package development. Our work includes tailored workshops for Ministries of Health, insurance agencies and HTA bodies, alongside curricula development, technical training and long-term educational support in evidence-informed health policy analysis.
